[LV2] Request for comments/implementation: transport sync

To save myself the effort of writing the same thing twice:

Comments welcome.  It would be nice if another implementer could
implement this before a new LV2 release.

Plugins should work correctly with current SVN Jalv, Ingen, and Ardour.

Hosts can use the eg-metro in the LV2 repository as a test case.
